That is a victorious crow from the winner of the Hide and Seek game. In the Shona culture (Zimbabwean), during Hide and Seek if seekers fail to find the hiders they ask the hiders to crow—signifying victory. In group analysis similar Hide and Seek games are played but the patients crow to signify maturity. A therapist saying, “Paul has found his voice” is acknowledging reaching that stage of maturity.
