ABSTRACT

This chapter discusses how the Project management system (PMS) is developed through the bidding process for a large, complex construction project. It discusses how the various components of the PMS are developed further and how governance is established for the project through alignment within the PMS. The steps to be followed for a proper Bid Compilation should be as follows: the first and very critical step of the process is project work breakdown structure (WBS). After the first step is completed, the next step is to evaluate the WBS and allocate human resources, personnel, and equipment required for each work package at levels 4 or 5 of the WBS. The third step is to transform the WBS established for the project into levels 4, 5, or another appropriate level critical path schedule as specified by the customer for bid submittal, provided it shows each work package along with its duration.
