Developing a whole school approach in an organisation as large and complex as the average secondary school is not easy. The reason why it is important to have a whole school approach is that some pupils suffer in the secondary school because of the different demands of different teachers. A whole school policy for special needs takes time to achieve, because it involves changes in attitudes on the part of a number of people. A school is likely to be successful in integrating children with special needs if it has certain characteristics. It may also develop them in the process of becoming successful at integrating these pupils. School Policy is important to have an overall policy for special needs education whether or not there is a special needs department or a special needs teacher. The parents of children with special needs whether they are handicapped, have learning difficulties or are exceptionally able, are likely to be concerned about them.
