ABSTRACT

This chapter aims to develop an economic policy that stimulates the enhancement of knowledge of human resources and production of highly qualified workforces in developing countries. The idea of the development of labor resources is closely linked with ecology issues of society. The process of the creation of a new global system of division of labor leads to sustainable development of the world economy. The lack of qualified workforces and the dissatisfactory development level of scientific and educational systems, that hinder development and execution of an effective economic policy in small open economies, should be regarded as a problem. The possibility of receiving personalized education will improve results of continuity of the educational process for students, professors and administrative workers. Creation of a personalized educational system should be oriented to the whole life cycle of labor resources. Speeding up the process of digital technologies utilization in educational systems is hindered by the absence of unified standards and rigid qualification classifiers.
