ABSTRACT

The limited development of the Spanish countries has apparently so far rendered labour questions of no great importance; details of arrangements are not easily obtainable. Regulations are published in the official Bulletin of Fernando Po, which is not obtainable in Madrid. The following summary appears to represent the existing position. Forced labour is resorted to by Governor's proclamation, in exceptional circumstances, for purposes of public benefit only; all the inhabitants, both European and African, are liable for work, but substitutes in labour or money are accepted. Emancipated Natives appear to be detribalized and educated natives who have obtained Spanish citizenship; they are described as being mainly functionaries or farmers; there are said to be only eighteen in the whole of Spanish Guinea. The principal measure for promoting the welfare of the native population, which established a Native Welfare Board to deal with all the territories bordering on the Gulf of Guinea which are under Spanish control.
