ABSTRACT

The management of parking facilities, programs, and services has evolved dramatically. In many places, parking spaces are a scarce commodity, and even if it isn’t scarce, the parking space provides access to important or desired destinations. Parking management is broadly defined as all manner of decision-making relating to the provision of parking spaces for commercial or civic purposes. Regardless of the size, scale, or nature of a parking operation, there are similar management functions that take place. These duties include supervision and staffing, equipment and facility maintenance, financial oversight and revenue control, staff training, record keeping and reporting, program marketing and communications, parking facility safety, and operating parking facilities to accommodate modes other than automobiles, such as bicycles, walking, and transit. Parking management also includes development of parking policy (who can park where and when), pricing policy, and planning, designing, building, equipping, and maintaining parking facilities.
