ABSTRACT

This chapter examines the relationship among zoning, transportation, and urban growth in American cities. It provides a brief history of land use and transportation during the 20th century and uses an institutional framework to identify the rules, networks, and discursive structures shaping the integration of contemporary land use and transportation planning. The chapter concludes with a comparison of Portland, Oregon, and Kansas City, Missouri, that illustrates the benefits of employing an institutional lens to develop strategic and equitable approaches to land use-transport integration for 21st-century cities.
