ABSTRACT

This chapter describes the key areas in which counter-terrorist financing (CTF) practice is concentrated in Turkey’s long struggle with terrorism. It examines the perceptions and the place of CTF in the overall counter-terrorism practices in Turkey, and the level of administrative and legal structures addressing terrorist financing and their effectiveness in order to have a clearer picture of the adequacy of the administrative structure and legal basis for conducting CTF efforts. The chapter analyzes the implementation of counter terrorist financing by looking into whether the current practices are feasible, manageable and delivering the anticipated outcomes. It describes the degree of applicability of the current laws and regulations, capacity, education, technology, cooperation and coordination between related institutions and elements. The chapter explores the impact of the CTF practices on terrorist organisations operating in Turkey so as to find whether it is possible to speak of tangible successes.
