Some readers might ask the question, “In what situations other than project close can this framework and the organizational dynamics viewpoint be applied?” From my experience working with several Program Management Offices (PMOs), those who focus on contracts as the action vehicle can also apply this framework. In this case, it might be termed “Contract Closeout and Lessons Learned,” but the emphasis on Significant Events and deviations between Expected and Actual Results for the contracts would be the same.
