ABSTRACT

During the last 15 years, the policy model for gambling in France has shifted from a moral approach involving “a general prohibition, with exceptions” towards a “regulation or harm reduction” governance model. This model, which serves to regulate “responsible gambling” offers, is designed to prevent and reduce potential harms associated with gambling. To determine the effectiveness of this strategy, measurable objectives must be identified and defined.

This chapter presents a conceptual model of the French gambling strategy within the new legal framework. The logic model is a representation of how the strategy should work. It describes the sequence of activities or actions to be implemented in order to get expected results and achieve strategic goals. A set of core indicators for evaluation are set forth, and examples of specific goal assessment are provided.
