ABSTRACT

Internet of Things (IoT) systems are complex sociotechnical systems for which institutions and cities have little precedent for selection, procurement, implementation, and management. Resources and skill sets for their implementation and management are typically in short supply, and organizational and system complexities create a challenging situation for which are poorly equipped as institutions and cities. The manageability of an IoT systems has direct impact on its success or failure because more manageable IoT systems draw less on the constrained staffing, funding, time, skill set resources that institutions and cities have available to them. Choosing an IoT system and IoT system vendor/provider using systems manageability as primary criteria for selection and implementation is essential for the institution or city. Institutional or city policy and enforcement of the same are essential for an IoT systems risk mitigation strategy. While policy cannot address everything and enforcement has costs and challenges, it does provide a picture of institutional goals, objectives, and expectations.
