ABSTRACT

A proposition to amend the law related to special educational needs and disability was introduced in the Northern Ireland Assembly on 2 March 2015 through the Special Educational Needs and Disability Bill. The Tribunal in England is the First-tier Tribunal, in Wales, the Special Educational Needs Tribunal for Wales, and in Scotland, the Additional Support Needs Tribunal for Scotland. The Education (Scotland) Act 2004 provides the legal framework for local authorities and other agencies to support all children and young people who require it through the provision of additional support for learning. The new discipline of psychology made formal identification and assessment of 'deficiencies' in children seem more legitimate in the context of the time as is evidenced by the terms of the Mental Deficiency Act that was passed in 1913. Strategies recommended for particular special educational needs are very often useful for most other students.
