ABSTRACT

This chapter examines the negotiation of the post-2015 development agenda, which took place over several sessions in 2015. It looks at similarities and differences between the Open Working Group (OWG) and the post-2015 negotiations. When the OWG on Sustainable Development Goals (SDGs) concluded on July 19, 2014, everyone took a deep breath, perhaps even a sigh of relief. The ambitious SDGs needed an effective "delivery system". Post-2015 development agenda wasn't until after the SDGs were formulated that it became clear these goals and targets would become the basis of the new development agenda. Whereas the SDG negotiations started with no initial consensus on how the goals and targets should be structured, their number, and their content, the post-2015 negotiations began quite differently. By January 2015, there was a global consensus on the SDGs and recognition that the United Nations' credibility relied on a strong sustainable development agenda going forward.
