ABSTRACT

The main Italian Physical Planning Act is the Legge urbanistica generate which regulates urban and regional planning in the whole country. In the field of rural and urban planning, the responsibility is of the Assessore all'Urbanistica, regional councillor for urban and regional planning, who holds administrative and legal powers. According to the Physical Planning Act of 1942, planning activity can be implemented at the following three levels: region, commune, and subcommune. The prg, the physical master plan, is the key planning facility available to a commune administration. At communal level, another complementary planning tool is the Piano di sviluppo e adeguamento della rete di vendita, the development plan of the retail network. The framework of the Italian financial system, its organization, functioning and current financial practices, make it particularly difficult to draw a clear distinction between the financing of land and property in urban areas.
