ABSTRACT

On March 1, 2016, China’s first ever Anti-Domestic Violence Law came under enforcement. This represented the culmination of major efforts by women’s rights advocates for over a decade. This chapter will examine the context and process leading to this legislation, and analyze the synergistic strategy of Chinese feminist activists to engage locally as well as internationally towards making this change and attaining success over China’s laws and government policy. It first presents an overview of Chinese feminist activism since the mid-1980s, then examines how feminist NGOs have emerged in China since the 1990s. In the third section, the chapter will discuss nine strategies that Chinese feminist NGOs have developed, arguing that these NGOs could only emerge in the “glocal” context, and demonstrating the ways in which these strategies ensured the case of legislation a success.
