ABSTRACT
Having looked separately at the demand and supply of political action in Chapter 7, we can now bring them together. First, we will assume that legislative decisions are appropriately implemented by appointed political suppliers such as federal and state agency administrators, municipal employees, and school superintendents. In Chapter 9, we’ll relax this assumption and recognize that these people may have goals and agendas of their own.
