ABSTRACT

Last January the Director of the Institute of Social Studies (ISS) at Metropole University was invited by the National Planning Commission to participate in a feasibility study for a small development project on the Arcadian coast. The National Council for Women will undoubtedly welcome the new opportunities which are being provided as enthusiastically as the women of two villages themselves. In short, the basic project seems very much in tune with the social welfare policies of Arcadia. On the basis of observed need and the expressed opinions of the people themselves, the ISS survey leaves little doubt that the Alpha-Beta Fisheries Development Project should be implemented. The essential challenge for the Planning Commission, therefore, is how to put the project into effect while minimizing social and political constraints and building on local institutions and initiatives. A conspicuous social consideration is the speed with which the new technical and economic systems are implanted in the two communities.
