ABSTRACT
Whenever the enemy's forces are exceedingly strong and you cannot be certain of defeating them, you must speak humbly and cultivate obsequious behavior in order to make them arrogant. Wait until there is some political pretext that can be exploited, then with a single mobilization you can destroy them. A tactical principle from the Art of War states: "Be deferential to make them arrogant."
