If, when you engage an enemy in battle, your strategic power is vacuous, you should create the facade of a substantial disposition to make it impossible for the enemy to determine where you are vacuous, where substantial. When the enemy does not dare recklessly engage your forces, you can preserve your regiments and protect your army. A tactical principle from the Art of War states: "If the enemy does not dare engage us in battle, it is because we thwart his movements."
