ABSTRACT

The sample of high-ranking bureaucrats was drawn from the Office of Personnel Management's List of Senior Executive Personnel. Upper- and middle-management personnel were drawn from the official company lists of four Fortune 500 companies and of one firm selected from the Fortune lists of the fifty leading retail outlets, banks, and public utilities, respectively. The random sample of Congressional aides is drawn from key committee and personal staff listed in the Washington Monitor's 1982 Congressional Yellow Book and cross-checked with the Congressional Staff Directory. The random sample consisted of presidents and secretary-treasurers from national unions and trade associations with a thousand members, and presidents, vice presidents, research directors, and business managers of major union and trade association locals, based on the US Department of Labor's Directory of National Unions and Employee Associations. The military elite are a random sample of held grade officers drawn from the Pentagon phone book and from the class roster of the National Defense University (NDU).
