ABSTRACT

Counterintelligence (CI) is defined by Executive Order 12333, as amended in 2008, as "information gathered and activities conducted to identify, deceive, exploit, disrupt or protect against espionage, other intelligence activities, sabotage or assassinations conducted for or on behalf of foreign powers, organizations or persons, or their agents or other international terrorist organizations or activities". Counterintelligence investigations are defined as "formal investigative activities undertaken to determine whether a particular person is acting for or on behalf of, or an event is related to, a foreign power engaged in spying or committing espionage, sabotage, treason, sedition, subversion, assassinations, or international terrorist activities, and to determine actions required to neutralize such acts". The evaluation and debriefing of defectors are additional responsibilities of a counterintelligence organization. Counterintelligence studies are also prepared by the Defense Intelligence Agency and military service intelligence and security components. Counterintelligence functional services include technical surveillance countermeasures, polygraphs and credibility assessments, behavioral sciences, and cyber services.
