ABSTRACT

The "emerging dimensions" are meant to be examples of new challenges and opportunities facing organizations. This chapter examines the extent to which six potential barriers may be standing in the way of achieving a representative bureaucracy by limiting the authority and inclusion of women and people of color in their federal jobs. There are many kinds of leadership, and each affects opportunities for women and people of color in different ways. For government leaders to be credible in their commitment to representativeness and equal employment opportunity, all levels must be diverse-from street level bureaucrats to members of boards and commissions to the president's closest advisors. The tale of Clinton's inner circle helps to highlight the role that the media can play in putting pressure on decision makers who say they are committed to diversity to make good on their promise at all levels.
