ABSTRACT

This chapter first examines the role of wealth within the context of a progressive theory of deserts. It then offers a policy suggestion for building wealth among the poor in any nation that can afford the conditional cash transfers. The driving force of the policy rests upon conditional cash transfers that give money to its citizens tied to performance measures such as education, community service (including military service), and good choices in life. It is suggested that this approach can stimulate economic mobility within countries that can afford such measures.
