ABSTRACT

The Committee to Popularize the Constitution was organized in the Imperial Diet on December 1, 1946, about a month after the constitution had been promulgated on November 3 of that same year. The members of both houses of the Diet were made councillors, and directors were appointed from among the councillors. Scholars and journalists were added to the board of directors. The scholars included Kawamura Matasuke, Suekawa Hiroshi, Tanaka Jiro, Miyazawa Toshiyoshi, Yokota Kisaburo, and Suzuki Yasuzo. The organization was divided evenly between government officials and private citizens. Ashida Hitoshi was made chairman. An official of the Ministry of Education, Nagai Hiroshi, was named secretary general of the organization. There was the production of a documentary film, "The Making of the New Constitution", which dealt with the framing process. The Committee to Popularize the Constitution subsidized the films "Fierce Passion", "Political Drama" and "War and Peace".
