ABSTRACT

International Commission for the Red Cross of Geneva (ICRC), which had gained NSRCC approval to begin an airlift in what would be a desperate race to provide food to the 100,000 displaced persons in Malakal, it was painfully clear that it could neither work with nor continue to suffer the junta's indignities. In September there were reports of a stormy NSRCC meeting during which some members sought "the reversal of the junta's support for Baghdad." The president brushed aside the complaint, terminated the discussion, and suggested that Priestley and the ambassador discuss their problem with Sudanese Relief Commissioner Abu Awf, who had been present at the interview. The USAID trip report and other reports on conditions astride the Ethiopian border spurred AID efforts to airdrop and airlift food to the hundreds of thousands of former Sudanese refugees who were being chased from Ethiopian camps into the wilds of central-eastern Sudan.
