The Relief and Rehabilitation Commission almost assumed cabinet status, since it reported directly to the prime minister. With the United Nations in charge, numerous PVOs began to show an interest in taking part in programs in Sudan People's Liberation Army (SPLA) areas. The UN-flagged train finally left Muglad in the dawn of 20 May loaded with nearly 1,500 tons of sorghum. Strategically, Torit dominated eastern Equatoria and the vital road link between Juba and Kenya. It was also a victory of tremendous psychological significance for southerners, because Torit had been the headquarters of the British-led Equatoria Corps and a symbol of that more beneficent era.
