In any case, the party's primary persuasive agenda throughout 1946 and 1947 appeared to be the mobilization of particular segments of the population to fulfill concrete tasks associated with economic renovation and construction—including especially factory shockwork and competitions, the activities of volunteer labor brigades, and preparations for and fulfillment of the Five Year Plan. As an administrative tool of the party for the mobilization of labor, trade unions relied especially on the techniques of shockwork and competition. The main focus of party rhetoric in 1946 and 1947 concerned youth participation in volunteer labor brigades. Party and youth activists throughout the spring of 1946 focused enormous attention on popularizing and mobilizing youth for participation, especially on the Brcko-Banovici Youth Railway, describing it as a demonstration by youth of its conscientious responsibility, love, and loyalty for the homeland.
