ABSTRACT

Israel has done a much better job of using its resources and of taking advantage of the advances in tactics, training, and technology which make up the “revolution in military affairs” than its Arab neighbors. Israel has also done a better job of developing the ability to manage the sheer complexity of modern military forces. Israel has been involved in the same debate over downsizing and converting to the “revolution in military affairs” that has affected US and European forces and that challenges the effectiveness of current Western military plans and capabilities. The Israeli Air Force destroyed many of its opponent’s aircraft on the ground in the 1967 war and then scored 72 air-to-air kills over the rest. War fighting capability is heavily dependent on the integration of complex qualitative factors into a “system of systems” that emphasizes tactics, training, and all aspects of technology rather than reliance force strengths and weapons performance.
