ABSTRACT

No country's elections have been witnessed by more international observers from more diverse groups than was Nicaragua's on February 25, 1990. Nicaraguas leaders were exhausted, but there was no time to rest. With barely two months before the official transfer of power, Lacayo and Humberto Ortega organized teams to work on the long agenda delegated by Jimmy Carter. The symbolism of Ortega visiting Violeta Chamorro in her house was as important as any event in those historic days. Both Humberto Ortega and Antonio Lacayo accepted the points and used the opportunity of the meeting to express their desire to work out all of the transition problems in a spirit of reconciliation. Lacayo and Humberto Ortega also signed a Protocol of Procedure for the Transfer of Power on March 27. It reaffirmed the points negotiated by Carter a month before and added several more on the depoliticization of the armed forces and employment of public servants.
