ABSTRACT

The laogaidui system consists of six parts: detention centers, prisons, labor reform disciplinary production camps, juvenile offenders' camps, reeducation through labor (RTL) camps, and forced job placement (FJP). The labor reform camps and labor reform production are not only essential to the Communist government's political control but also constitute an integral part of the economy of the socialist society. The labor reform system in the People's Republic of China (PRC) consists of three distinct categories: convicted labor reform (CLR); laogai, RTL; laojiao, and FJP; jiuye. In accordance with Communist regulations, juvenile offender camps are organized on provincal, municipal, and autonomous regional levels. Policies on Job Placement and Labor Reform Policies were announced at the same time. It seems clear that the Communists planned to deprive "class enemies" of their rights and freedom and force them into slavery on an indefinite basis.
