ABSTRACT

During the past five or six years, the Communist Party has been pushing a new type of educational system in the labor reform camps (LRC). This type of education has two main components: In the area of political ideology and law it involves force-feeding of socialist ideology and Chinese Communist Party (CCP) legal knowledge and in the area of culture and technology it involves the cultural and technological training of prisoners. It was Deng Xiaoping who systematized it and turned it into government policy. Deng Xiaoping inherited Mao Zedong's labor reform system, necessary for "upholding the four basic principles". The two main purposes of the LRC-violent suppression and production by slaves-have not changed. Under the auspices of the dual responsibility system, various LRCs have independently established regulations and methods to meet the two index standards, increase their production development, and thus obtain actual material benefits.
