ABSTRACT

This chapter examines the continuing implementation of the 1993 mini-reform of RAI, the role of Fininvest in the political emergence of Silvio Berlusconi. It explains the clash between the right-wing parliamentary majority that emerged from the March 1994 elections and the non-political board of RAI appointed under the Qampi premiership. The chapter explores the relationship between the Berlusconi government and the new board that was appointed following the resignation in July 1994 of the previous team. It discusses the some following few themes: the conflict of interest question raised by Berlusconi's assumption of office, debate on revision of the Mammi law and proposals for anti-trust legislation, and the implications of the involvement of Fininvest and Berlusconi himself in the Milan magistrates anti-corruption investigations. Moreover, the chapter discusses the dismantling of the team running the third RAI network, which from the late 1980s had been the most innovative and dynamic of all national television channels.
