ABSTRACT

This chapter provides an overview of the fundamental knowledge areas and skills that every homeland security professional should possess. In 2002 David McIntyre critiqued the homeland security education landscape following the attacks of 9/11: "There is no nationally recognized program of higher education at all. In 2007 the Homeland Security Education Survey Project reported that there were 215 homeland security-related degree and certificate programs. In June 2009, selected members of the Center for Homeland Defense and Security University and Agency Partnership Initiative met to seek consensus regarding the essential elements that should be included in homeland security undergraduate certificate and degree programs. Effective homeland security and emergency management by skilled, educated, and well-trained professionals save lives and money. Hundreds of graduate and undergraduate programs across the country have been constructed to provide the necessary educational foundation for homeland security professionals.
