ABSTRACT

This chapter defines the cyberspace domain, considers the threats facing information networks and individual citizens, and places cyber security within the national and human security realms. Although cyber war has not yet occurred, the military services have recognized the importance of cyberspace both in peace and in war. The US Computer Emergency Readiness Team protects the US Internet infrastructure by coordinating defense against, and response to, cyber attacks. US-CERT is the operational arm of the National Cyber Security Division at the Department of Homeland Security. The biggest threats to civilian infrastructure are through cyber attacks of Supervisory Control and Data Acquisition systems. The aim of cyber threat differs substantially from physical warfare; data loss is not the same as human loss. As this chapter illustrates, a single individual in cyberspace has the power to neutralize defense networks, disrupt civilian infrastructure, and steal identities.
