ABSTRACT

This chapter reviews the resurgence of the states and the implications of the development for American government in an effort to pull together what has been said so far. It summarizes the implications for statehouse democracy and policy responsibility of the various supply- and demand-side changes outlined throughout the text. In terms of responsibility, the more important changes have occurred on the supply side of government. Changes on the supply side of state government have also had a positive impact on statehouse democracy. Many of the momentous changes that have occurred throughout the American states touch on the ability of the states to govern in a democratic fashion. Changes on both the supply and demand sides of state governments both promote and inhibit statehouse democracy. The chapter ends with some concluding remarks concerning the ability of the states to govern in the twenty-first century.
