ABSTRACT

This chapter examines the types of influence Brazil and China is exerting as fast-emerging players, building on our understanding of state-society relations in both states. It analyzes the ways in which these countries are taking on the world and conclude by considering what kinds of powers Brazil and China are likely to become as the century unfolds. Brazil is often characterized as practicing an imaginative diplomacy that includes a mix of non-interference with a high degree of "non-indifference". When it comes to climate change and the issues associated with it, Brazil's foreign policy can be said to be a reflection of contentious politics at home. Beijing leaders often point out that the United States was "gifted" with the boundaries of the Atlantic and Pacific Oceans, presenting a lack of overbearing border tension that China has never enjoyed.
