ABSTRACT

The Federation Council is a representative body that encompasses the entire Russian Federation with several representatives from each territorial unit. The Germans, seeing an opportunity to disrupt the Russian war effort, allowed communist leader Vladimir Ilyich Lenin to cross Germany en route from Switzerland to Sweden with the understanding that if he eventually gained power, the Germans could expect a peace agreement. Many historians of Western civilization state without reservation that the Russian revolution of 1917 was the most critical event of modern times. The decline of the Russian military caused concern in the West, especially with respect to command and control of nuclear weapons in the field. The 1999 Duma election was conducted in the waning days of the Yeltsin administration. By the 1930s Josef Stalin’s Soviet Union had become a communistlike society with workers contributing to the goals of industrial and agricultural development.
