ABSTRACT

New Fiscal Populists (NFPs) are fiscally conservative and socially liberal "good government" types. Their stereotypical representative is an upscale, well-educated, white suburbanite. The national press has dubbed them the "Volvo Vote." The Downsian median voter model provides a powerful and elegant framework from which to work. The median voter is not the same in every election. Therefore, political elites must respond to change in the locations. On election day Dan Walker campaign staff worked feverishly to get out their voters and minimize the vote fraud in machine precincts. In the final days of the campaign, statewide polls of likely Democratic primary voters were inconclusive. The state of Illinois, like a handful of other states, is a microcosm of America. Illinois politics is not for the faint-hearted. Political fiefdoms and feuding power barons are continuing elements of Illinois politics. Neil Hartigan was a Chicago machine politician. Walker didn't like Neil Hartigan and wasn't shy about letting people know it.
