ABSTRACT

Refugee relief is a complex task. It involves organizing relief goods and refugees, and then bringing them together in an efficient fashion. It is often made more complex by the fact that refugee flight tends to be to remote areas, and at least initially, is perceived as being sudden. The strength of a bureaucracy lies in its breaking tasks down into manageable chunks, which can then be undertaken by officials with specific responsibilities. These officials' jobs are separate from their personalities, but their ability to do them is dependent on well-defined skills. Bureaucratic organization is found in virtually all modern enterprises, and for most people living in the modern world it is taken for granted. Elemental to bureaucracies is the concept of formal rationality. Formal rationality means that for a given end, there are rules, regulations, and social structures designed to optimize the achievement of the organization's goal.
