Alice Paul could argue credibly that the Democrats should be held responsible for failing to do anything on behalf of woman suffrage. Paul remained relentless in her pursuit of a federal amendment. A very gratified Paul confided to Mary Beard that the Congressional Union had succeeded beyond her "fondest hopes". As long as suffragists like Paul were willing to hold the party in power responsible for failure to enact a federal amendment, Republicans were more than willing to support that stand without much fear of being targeted by their constituents. Equal suffrage had not yet reached the point where a majority of voters favored it. Even in the midst of the conflict with National American Woman Suffrage Association (NAWSA), Paul had continued to organize delegations among the Democrats. Deputations and demonstrations continued with regularity. The members of the Advisory Council needed no further convincing. They overwhelmingly approved Paul's strategy.
