ABSTRACT
This chapter briefly considers the reflection and transmission of electromagnetic radiation by a conductor. The conductor can be described by an effective dielectric constant. The simplest situation is that of a good conductor, where the conduction current dominates the displacement current. Only radiation of long wavelengths (low frequencies) penetrates the conductor appreciably.
