ABSTRACT

The Federal Government of Germany has a well-developed and efficient special school system. General education in Germany is developed within five phases: preschool education, primary education, secondary education at stage 1 and stage 2 and higher and continuing education. Special schools are designed to provide education and training for children and young people who are capable of attending school, but because of a particular physical, mental or psychological difficulty are not able to take advantage of ordinary school facilities. Special schools are divided into categories relating to the particular requirements of the pupils concerned and operate on special educational principles. Special schools exist for those pupils: who are blind; who are deaf; who are mentally handicapped; who are physically handicapped; with learning difficulties; with impaired hearing; with impaired vision; with impaired speech; with behaviour problems and with health problems.
