ABSTRACT

This chapter begins with an explanation of why Mexico is an appropriate country for the case study analysis and rationale for employing a comparative method. It investigates the historical background of Mexico before analyzing structural evidence in data from Mexican states. The chapter explores data from Mexico's Silicon Valley, Guadalajara, and compares it to other major urban areas. It analyses rural state of Oaxaca and indigenous people's use of information and communication technologies. The Presidential election of 2006 was also important in the consolidation of political parties in Mexico as the Partido de Accion Nacional continued to hold the presidency. The chapter explores the interrelation between the internet and good governance in Mexico. Underdeveloped telecommunication infrastructures remain significant barriers to internet usage for millions of Mexicans primarily in rural indigenous areas. Regulatory reform of the telecommunications sector has been on top of the government agenda ever since.
