ABSTRACT

This conclusion presents some closing thoughts on the key concepts discussed in the preceding chapters of this book. The book argues that the internet is now vital to the everyday lives of the poor— especially for any chance of equality in economic and political opportunity. It cobbles together existing data to get at how much government policy was pro-poor or not. The government is clearly the lynchpin in deciding whether to pursue policies that help their poorest citizens get access. There is little doubt this is a golden era for researchers trying to understand the impacts that Information Communication Technologies ICTs are having across economic, political, and social spectrums. If researchers created a measure that evaluated governments based on the extent that their policies improved access for the poor then more robust quantitative analysis could better test and probe posited interaction effect.
