ABSTRACT

In planning and designing a programme, regardless of its dimensions or operational perspectives, it is important to follow systematic procedures. These allow all potential alternatives to be considered and a plan to be developed that clearly conveys the programme’s intent. It is necessary to base the planning on the following:

national policy for disabled persons

the services that are available

a good appreciation of the feasibility of a programme

knowledge of what a programme may contain

In the actual programme certain steps should be followed, such as examining parents’ needs, determining outcome in relation to objectives, establishing strategies and priority activities, and defining evaluation procedures in advance. The programme area should have clear goals, objectives, activities, methods of documentation, monitoring and evaluation.
