ABSTRACT

Issues of choice, opportunity and learning inevitably require careful scrutiny of the political issues and current ethics that pervade our society and school communities. The process of developing a high quality education for all is actually supported by the process of acknowledging the need for choice, opportunity and improved learning activities to cater for the diversity of children in the system. There are a number of specific points relating to pupils who are physically or movement disabled (or have medical conditions) that relate to the structure and organisation of the education system and some attitudes that underpin these. Under 5's provision for children who are physically disabled is particularly 'polarised' into exclusive and inclusive due to the demands of remedial approaches and separated professional expertise. Much of the responsibility for implementing the development of the educational and social systems has been placed upon the professionals concerned with the education and welfare of young people who are physically disabled.
