ABSTRACT

An important aspect of development is the selection, definition, and formulation of the goals that development should achieve. This chapter provides a short introduction to the importance and challenge of selecting development goals and setting development agendas. It is argued that in order to set a development agenda, three questions need to be answered: First, what kinds of goals should a development agenda adopt? Second, who should decide what goals are included on the development agenda? And, third, how should we select and specify these goals?
