ABSTRACT
French urban planning has long been characterized by the dominant role of the central State and its public policies in implementing ur ban planning. Changes in the past ten years have increased the role of local elected representatives as well as that of local associations in defining and negotiating matters of planning. This has led to profound transformations in the professional practice of urban planners. The main aspect of this transformation relates to medi ation between the various actors of urban planning.
