Introduction

This chapter introduces the reader to the main premise of the book, which is the importance of accounting for and understanding the strategic intent of non-democratic states’ foreign policy. Through the example of the Syrian conflict and the roles of Russia and Iran, this chapter lays out the rationale for the book and the theoretical and empirical questions answered by each following chapter.
