ABSTRACT
If a program is needed to implement an investment, it must be initiated. As in project initiating, initial program plans have to be developed and program strategies have to be defi ned; the relations to projects of the project portfolio of the project-oriented organization have to be analyzed and a program proposal has to be created. In addition, the fi rst projects of the program to be performed are to be initiated.
